It's not surprising. I assumed we wouldn't all make it in, after they talked about earning invitations, but I didn't really think there was a hard limit...
We have afterlives, sure, but there's no... one specific place that anyone of a certain type is supposed to go. Supposedly there's one for people whose deeds in combat were great; an evil soul could possibly be sent there.
